Minimum Qualifications
- Master's degree and 10 years of experience in environmental safety, emergency planning, response, and/or risk management.
- Minimum of 5 years of supervisory experience in a fast-paced, diverse, confidential, and dynamic work environment.
Position Summary
The Associate Vice President ( AVP ) for Environmental Safety, Risk and Resiliency reports to the Vice President for Finance and Administration, with functional oversight by the Senior Associate Vice President for F&A, and provides strategic direction, leadership, and operational management for UGA's Environmental Safety Division ( ESD ) and Office of Emergency Preparedness and Insurance and Claims Management ( OEP / ICM ). The role involves overseeing various functional units such as Hazardous Waste Management, Environmental Affairs, Industrial Hygiene and Occupational Safety, Fire and Life Safety, Information Systems Support, Insurance, and Emergency Management programs. The AVP strives to ensure a safe and healthy environment for faculty, staff, students, and visitors, complying with all applicable regulatory requirements.

Relevant/Preferred Education, Experience, Licensure, and/or Certification
- Knowledge of environmental, public health, and safety management and regulatory law.
- Proven leadership, decision-making skills, and experience in budget development and management.
- Strong communication skills and ability to work with governmental regulatory agencies.
- Georgia Certified Emergency Manager or International Association of Emergency Managers Certified Emergency Manager certification (or ability to obtain within two years).
- Valid Georgia driver's license and pass a criminal background check.
Preferred Knowledge, Skills, Abilities and/or Competencies
- Higher Education Experience: Experience in higher education emergency management.
- Project Management: Experience managing large and complex projects.
- FEMA Claims: Knowledge of FEMA claims process.
- Insurance Management: Experience managing or overseeing insurance and claims.
- Completion of National Incident Management System ( NIMS ) ICS 300 and 400 level classes (or within one year of employment).

Duties/Responsibilities
Duties/Responsibilities
- Management: Supervises ESD staff and OEP / ICM personnel, ensuring effective program implementation and response to emergencies and insurance claims.
- Emergency Plans: Oversees the Campus Emergency Management Plan ( CEMP ), UGA Athletics venue emergency plans, pre-disaster hazard mitigation plan, pandemic response plan, and annual updates.
- Training: Provides emergency planning and preparedness, workplace safety, and hazardous waste compliance training at institutional, departmental, and individual levels.
- Technical Assistance: Offers technical assistance to building and departmental personnel on emergency planning and preparedness.
- Notification Systems: Manages emergency notification systems, mobile safety app, and situational awareness programs.
- Building Programs: Supervises building emergency plan and building coordinator programs.
- Drills and Exercises: Develops and facilitates emergency drills and exercises.
- Liaison: Acts as a liaison to local, state, and federal public safety and environmental health and safety regulatory agencies, including the University System of Georgia, the Georgia Emergency Management Agency/Homeland Security, the Georgia Environmental Protection Division, and the USEPA .
- Emergency Operations Center: Manages activation of the campus Emergency Operations Center ( EOC ) for large-scale emergencies and is available 24/7 for special events and emergency response situations.
- Incident Command: Serve as university's incident command following NIMS (National Incident Management System) guidelines during university emergencies (including when warranted at Athletic events) once EOC is activated.
- Regulatory Compliance: Ensures compliance with environmental health and safety regulations, fire and life safety codes, permits, state and federal laws, national standards, and best practices through routine inspections and monitoring programs.
- Consultation: Provides consultation to internal partners and stakeholders as well as external contractors, architects, and engineers on laws, codes, regulations, and standards for environmental, health, occupational safety, and fire and life safety issues.
- Financial Management: Balances financial goals with external regulations, overseeing the annual budget, including expenditures, staff salaries, staff development, purchases, equipment purchases, and applicable facilities maintenance.
- Leadership: Provides leadership direction to the leadership teams, ensuring appropriate supervision and professional development of staff.
- Gameday and University Events: Provides leadership and direction to ESD , OEP and other teams related to planning for major university events, particularly major sporting events. Will serve as point of contact for F&A and may function as incident command depending on circumstances.
