Description
The Peoria Housing Authority’s Board of Commissioners is seeking a highly qualified Chief Executive Officer to oversee its multi-million-dollar public housing agency and lead a broad portfolio of housing and community development initiatives. The PHA is a high-impact agency serving Peoria County, Illinois, providing safe, affordable housing and supportive services to low-income families, seniors, and individuals. PHA owns and manages approximately 659 public housing units across multiple developments—including family communities, scattered sites, and major redevelopment such as the $43 million Providence Pointe—and administers roughly 2,100 Housing Choice Vouchers, for a total portfolio of more than 2,700 assisted households. The agency has successfully completed a RAD transaction and is actively working to continue upgrading and repositioning its portfolio to preserve and modernize affordable housing. In addition to its core LIPH and HCV programs, PHA offers Family Self-Sufficiency and a range of resident services, and is pursuing redevelopment and mixed-finance opportunities under its HUD-approved Five-Year Plan. PHA was awarded a Choice Neighborhoods Planning Grant, which is guiding a comprehensive revitalization strategy that links housing, neighborhood investment, and supportive services. Governed by a five-member Board, the PHA is committed to expanding opportunity, improving quality of life, and partnering with residents and community stakeholders to strengthen neighborhoods across Peoria.
Requirements
- Education: Associate’s degree in business, public administration, finance, or a related field, with Bachelor’s and Master’s preferred.
- Experience: Minimum of five (5) years of experience in property management, affordable housing, non-profit administration or real estate development.
- Certifications: Certifications as a Housing Specialist, Occupancy Specialist, or Rent Calculation are preferred, but not required.
- Skills: Proficiency in MS Office (Word, Excel), ability to interpret complex regulations, strong communication skills, and mathematical aptitude.
- Background: Valid driver's license and passing a background check/reference check are standard.
