Chief Operating Officer
Location: Pembroke
Salary: $115,000 - $130,000
Summary of Position:
The Chief Operating Officer (COO) is a strategic executive leader responsible for the overall operational integrity, quality, and sustainability of New England Village’s service delivery system. This role ensures that NEV’s programs, including Residential Services, Day Habilitation, and Employment & Community-Based Day Services, are aligned with the organization’s mission, regulatory requirements, and long-term strategic goals. The COO fosters innovation, drives operational excellence, and supports organizational growth through collaboration, data-informed decision-making, and leadership development.
Key Responsibilities:
Strategic Leadership & Planning
Collaborate with the CEO and senior leadership to develop and implement NEV’s strategic plan.
Lead cross-functional initiatives that enhance service integration and organizational impact through process improvements and quality assurance strategies.
Identify and assess opportunities for program expansion, partnerships, and service innovation.
Participate in strategic business development and long-range planning.
Operational Efficiency & Process Improvement
Oversee the performance and integration of all service lines, ensuring consistency with NEV’s mission and values.
Ensure compliance with all applicable federal, state, and local regulations (e.g., DDS, DPH, CARF).
Lead continuous quality improvement efforts and corrective action planning.
Coordinate annual policy and procedure reviews across departments.
Financial Stewardship
Partner with the CFO to develop and monitor program budgets and financial performance.
Implement cost-control measures and revenue-enhancing strategies to ensure fiscal sustainability.
Oversee state contract management and amendments, including negotiating additional services to meet the needs for individuals-served.
Innovation & Technology
Promote the use of technology to improve operational efficiency, service delivery, and data analytics.
Foster a culture of innovation to address emerging needs and improve accessibility.
Leadership Development & Culture
Mentor and support program directors and senior managers to build a high-performing leadership team.
Promote a positive, inclusive workplace culture focused on accountability, engagement, and professional growth.
Lead initiatives that improve employee satisfaction, retention, and service quality.
External Relations & Advocacy
Represent the organization in external engagements with stakeholders, funders, and community partners to advance strategic goals.
Participate in Board of Directors meetings and provide strategic updates on operations and performance.
Support advocacy efforts aligned with NEV’s mission and the needs of individuals served.
Performance Monitoring & Reporting
Establish and monitor key performance indicators across programs.
Provide timely, accurate reports on operational progress, challenges, and outcomes.
Use data to inform strategic decisions and ensure alignment with best practices and standards of care.
Qualifications:
Education:
Master’s degree in Human Services, Public Administration, Healthcare Management, or related field preferred.
Experience:
Minimum of 10 years of senior leadership experience in nonprofit or human services management.
Proven success in strategic planning, operational oversight, and regulatory compliance.
Experience with services for individuals with intellectual and developmental disabilities strongly preferred.
Skills and Abilities:
Strong leadership, team-building, and mentoring capabilities.
Excellent strategic thinking and analytical skills.
Deep understanding of nonprofit contracting and funding mechanisms.
Proficiency in Microsoft Office and electronic health record systems.
Exceptional communication and interpersonal skills.
Ability to negotiate service contracts and amendments with state agencies.
Capacity to represent the organization effectively in Board of Directors functions and external stakeholder engagements.
Demonstrated ability to negotiate contracts and manage complex partnerships.
