The Executive Director of Capital Planning is responsible for shaping, governing, and optimizing the enterprise's $3 billion‑dollar capital investment portfolio to ensure alignment with strategic priorities, financial affordability, and long‑term value creation. This role is a key partner to the Enterprise CFO, Enterprise Investment Committee (EIC), head of Treasury, senior finance leadership team and business segment executives, serving as the central authority for capital allocation, forecasting, and investment performance oversight.
Major Responsibilities
- Develops the organization's capital expenditure strategy aligned with its long-term goals and objectives driving total shareholder return (TSR).
- Leads the capital expenditure budgeting and forecasting process, working closely with various stakeholders, including finance, business operations, and segment leaders.
- Evaluates proposed capital expenditure projects based on financial viability, strategic fit, risk analysis, and return on investment (ROI).
- Drive transparency, executive alignment, and cross-functional participation in capital planning decisions.
- Leads advanced financial analysis of capital expenditure projects, including cost-benefit analysis, ROI calculations, payback period, and other financial metrics.
- Develops clear guidelines, criteria, and decision-making frameworks to ensure consistency, transparency, and accountability in the capital expenditure process.
- Lead coordination with the Enterprise Investment Committee (EIC) to review operating plan submissions, incremental funding requests, and strategic reserve deployment, ensuring affordability across planning cycles. Formulates risk mitigation strategies and contingency plans around financial performance.
- Develops a process to track the progress and performance of capital expenditure projects against established targets and milestones, while conducting periodic reviews and evaluations to assess the effectiveness and success of implemented projects.
- Leads enhancements and design of the capital planning technology (Anaplan) ensuring the tool supports the overall process and goals.
- Establishes performance expectations to provide key guidance and feedback that effectively promotes a culture of continuous improvement and employee engagement.
Required Qualifications
- 15+ years' work experience

Pay Range
The typical pay range for this role is:
$131,500.00 - $303,195.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company's equity award program.
