Overview
The Vice President, Capture Management (VP, Capture) is a senior, hands-on leader responsible for overseeing all capture managers, processes, and policies that drive DLH's pursuit of new and recompete opportunities. The VP will serve as both a strategic leader and an active practitioner—personally leading and managing select high-value pursuits. The role ensures capture discipline, strategy execution, and accountability across a growing team, directly contributing to DLH's mission and growth objectives.
Responsibilities
- Leadership & Oversight
- Lead, manage, and develop a high-performing team of Capture Managers across DLH's federal health, defense, and civilian portfolios.
- Establish and enforce capture governance, policies, tools, and best practices to ensure consistent, repeatable success.
- Serve as the primary architect for DLH's enterprise capture strategy, aligning resources, timelines, and milestones to organizational growth targets.
- Strategic Capture Execution
- Personally lead and manage strategic capture efforts for high-value opportunities within agencies such as HHS, VA, DHA, or similar federal organizations.
- Oversee all phases of capture lifecycle—opportunity qualification, competitive analysis, teaming strategy, customer engagement, win theme development, pricing strategy alignment, and final readiness reviews.
- Ensure capture managers maintain rigorous adherence to DLH's gated capture process, documentation standards, and executive reporting requirements.
- Accountability & Performance
- Set clear performance expectations for the capture organization and monitor results against win rates, pipeline health, and revenue growth metrics.
- Foster a culture of accountability, collaboration, and continuous improvement within the capture management function.
- Collaborate closely with Business Development, Proposal, Operations, and Executive Leadership to ensure a unified approach to winning new business.
- Stakeholder Engagement
- Develop and maintain trusted relationships with senior government officials, prime contractors, and industry partners across targeted federal agencies.
- Represent DLH in strategic discussions, industry events, and customer engagements that support market visibility and brand reputation.
Qualifications
- Bachelor's degree in Business, Management, or related field required; Master's degree preferred.
- Minimum of 16 years of progressively responsible experience in federal capture management, including prior executive-level leadership of capture teams.
- Proven history of managing and winning multimillion-dollar federal contracts (single awards and IDIQs) within health and defense markets (e.g., HHS, VA, DHA).
- Demonstrated expertise in capture methodologies, price-to-win, competitive intelligence, and solutioning in compliance with FAR requirements.
- Strong leadership presence with ability to coach, motivate, and hold team members accountable to measurable outcomes.
- Excellent communication, negotiation, and executive presentation skills.
Basic Compensation: $265,000 - $310,000 yearly salary
The salary range listed reflects what we reasonably expect to pay for this role at the time of posting. The final offer may vary based on skills, experience, geographic location, market conditions, and internal equity. Additional compensation may include performance incentives and program-specific awards. We do not use salary history to determine compensation, in line with applicable law.
